In 2022, Pennsylvania began charging EV owners an annual $290 fee and PHEV owners a $195 fee — on top of standard registration costs. The stated reason: to offset lost gas tax revenue. But this approach is deeply flawed. EV drivers already pay sales tax, registration fees, and contribute to road funding through other taxes. The fee was imposed without adequate study, without proportional comparison to gas vehicle road contributions, and without accounting for the environmental and public health benefits EVs provide. It's a penalty for making the right choice.
